Not all change requests in Azure DevOps require a change in SAP. The Connector adds a new SAP Change Indicator to your Azure DevOps change request screen. When the indicator is activated, a new tab appears in Azure DevOps to view and manage SAP transports.:
New SAP Change Indicator in Azure DevOps triggers bi-directional sync with SAP
SAP Change Indicator can be set automatically based on the assignment group for the change request
